    As the payments landscape continues to evolve, rules and regulations are always trying to play catch up.

    As the payments landscape continues to evolve, rules and regulations are always trying to play catch up.  It is almost impossible for one person to stay current with all the changes and technologies that are available in the payments industry.  The Federal Reserve Bank is getting closer to launching their FedNow payment channel and volumes in the RTP Network is increasing day by day.  While some of us are still trying to fully understand the Limited Liability Rule under the Nacha Operating Rules, Nacha is slowing down, there are a potential 9 new Rules that are being balloted and expected to all pass that will be effective in 2022.  Fortunately, NEACH is in a position where they are in the forefront of many of these changes and are in the room when the changes are being discussed.  Throughout the previous year, staff at NEACH have been compiling what is to come and what they hear may be coming to the payments industry.  With the knowledge of why the changes are occurring and when to expect the changes the NEACH staff can present the Industry Update in a manner that anyone can understand.  In this session, the speaker will recap the changes that occurred in 2021 and then shift to the 2022 landscape. Some of the topics that will be covered are, FedNow progress update, Nacha Rules changes, changes to BSA/AML and 31 CFR Part 210.

    During this interactive, fast-paced session, attendees will:
    1. Examine changes to Rules and Regulations that effect their organization.

    In recent years, we saw an increase of data breaches targeting consumer information. Fortune 500 companies to the smallest businesses came under waves of cyberattacks compromising PII. Even consumers were directly targeted with phishing attacks and sophisticated social engineering schemes. With the abundance of stolen personal date on cybercriminal forums, we anticipate another year of challenges for RDFIs. 

    The tax refund season brings new challenges for institutions every year. While there is no way to anticipate every potential fraudulent return, this session, using actual case studies, helps attendees prepare for handling suspect returns, and answers questions like:
    • What are the indicators of possible tax refund fraud? 
    • When do suspect returns qualify as suspicious activity under AML?
    • If we identify multiple, suspect returns on an account, how do we handle the entries?
    • If we suspect tax refund fraud, does the institution have any liability?
    • Are there compliance requirements related to tax refund fraud?

    In this session attendees will:
    • Analyze current trends of refund fraud.
    • Discuss when an RDFI has liability or exposure to loss.
    • Record sound business practices to increase detection capabilities internally.
    • Document appropriate responses to identified fraud including, required actions under AML.
